Why the lockdown appears to be the only measure right now in combating COVID-!9?

Around 500 cases in late march to more than 30,000 cases till now, leaving lockdown as the only measure option, for government to combat Covid-19 right now.
   
         Despite lockdown during the early cases, the number surged exponentially during the first three weeks, and hence the next lockdown was announced on 15th of April till 3rd of May. although the progression rate was slower in the 2nd phase, yet we could not flatten the curve, the triggered the government to announce the 3rd phase of lockdown

          So here are some of the reasons that government must have considered in my view that led to the extension of lockdown:
          1). As of now more than 50% of the indian districts are Covid affected, on the contrary government says there is no community transmission
          2). Many states did substantially well but many states are worsely affected(Maharashtra and Gujarat), so lifting curb partially in some parts will not halp india at all
          3), Having identified different containtment zones and hotspots, government yet is not testing aggressively and isolating people.
          4). Govenment has more room to improve health care infrastructure as lockdown reduces the pressure on govenment
          5). The next spike of Covid-19 is most likely , when the lockdown is lifted so this becomes the default otion to speed down the progression rate untill significant immune or vaccine is available.

          As we are about to enter the phase 3 of Lockdown, govenment should focus more on health care system and should devise plan to cope with the post Covid-19 situation
